Writing is long periods of thinking and short periods of writing.
Ernest Miller Hemingway was an American novelist, short-story writer, and journalist. He was part of the 1920s expatriate community in Paris, as well as the veterans of World War One later known as "the Lost Generation". He received the Pulitzer Prize in 1953 for The Old Man and the Sea, and the Nobel Prize in Literature in 1954.
I think Hemingway meant to express how writing is the product of something: thinking. Kind of like whoever said success is 90% perspiration 10% inspiration. (even though a writer has to be very inspired for their writing to be concise). Before one can begin to truly write a certain degree of thinking must take place first. I like this quote because I relate to the feeling. I know sometimes a room full of creative writing students can be sitting, staring out a window, and still be on task.
